The next Bay & Coastal Habitats Committee meeting is on a special date and time: Monday, October 19, 3-5 pm. This meeting will feature two Marin County planning leaders who will present an overview of the County’s Bayfront Conservation Combining District and Local Coastal Program, and the role of these programs in protecting and enhancing habitats in both the Bay and Coastal zones. The discussion will include a review of key policies, permitting, ways the public can engage in planning processes in these habitats, and how the forthcoming state-mandated sea-level rise planning requirements (SB 272) may factor into future County planning initiatives. Sufficient time for Q&A will follow their presentation.  The two speakers are from the Marin County Community Development Agency:  Michelle Levenson, Principal Planner, Current Planning; and Julia Krog, Deputy Director, Planning Services.

Bios:

Michelle Levenson is a Principal Planner with the County of Marin’s Community Development Agency, where she has worked since 2018. She oversees the review and processing of planning applications for projects throughout the unincorporated areas of Marin County. Prior to joining Marin County, Michelle worked as a Planner for the Town of Fairfax and spent 15 years with the San Francisco Bay Conservation and Development Commission (BCDC), where she specialized in the review and permitting of restoration and large-scale regional projects involving the San Francisco Bay and its shoreline. Her work at BCDC included Caltrans’ San Francisco-Oakland Bay Bridge replacement span, the North Bay Salt Pond Restoration Project (Napa), and the Sears Point Restoration Project (Sonoma).

Julia Krog is the Deputy Director of Planning Services for the County of Marin’s Community Development Agency. She holds a bachelor’s degree in environmental management and protection planning from Cal Poly Humboldt. Before joining Marin County in August 2026, Krog spent more than 12 years with the County of Mendocino, where she worked extensively in Coastal Zone permitting and policy development. In her current role, she oversees the divisions of Current Planning, Long Range Planning, Major Projects, and Environmental Review.
