The JPA 's purpose is to provide household hazardous waste collection, recycling and disposal information, ensure Marin's compliance with State recycling mandates and other education for the citizens and businesses of Marin. The JPA is administrated by the Marin County Department of Public Works/Waste Management. Citizen and industry review is provided by the AB 939 Local Task Force.

MCL attends meetings of the Local Task Force and supports its efforts to establish a Zero Waste Program in the County of Marin.

On January 17, 2012, the MCL Board of Directors adopted the following position on waste and single-use carry-out bags:

MCL Waste and Single Use Carry Out Bag Position

1) MCL supports an overall countywide goal to reduce waste and waste in landfills.

2) MCL supports county and local jurisdiction policies that discourage single use carry out bags and encourages use of reusable bags.

3) MCL supports bag ban ordinances that either ban both plastic and paper bags or ban plastic bags and impose a fee on paper bags that is sufficient to encourage reusable bags and significantly reduce the total amount of single use carry out bags provided to consumers.
