Since 1979, developer Jack Krystal has been trying to build a hotel on this 2.2 acre site sandwiched between the Commodore Houseboat Marina and Heliport and Shoreline Office Center south of Mill Valley. The County has repeatedly denied the developer's permit applications, but most recently accepted a staff report allowing interim use of the site for up to five years, as long as the property is cleaned up. The property, of which only 1.6 acres is dry land and the remainder subject to tidal action, fronts on Richardson Bay tidal marshes and mudflats that are rich habitat for shorebirds and waterfowl, including the endangered California clapper rail.
